server.properties generator
Every option in the file, explained where you set it. Start from a preset or import your current file: the tool flags what puts the server at risk, an online-mode turned off without a proxy, RCON without a password, before you find out in game.

General
motd
The text under the server name in the list. & codes are converted; see the MOTD generator for colours.
max-players
Beyond this, new players are turned away. Operators may still join if the plugin allows it.
gamemode
The mode of new players.
force-gamemode
Puts every player back in the default mode on each login.
difficulty
Peaceful removes hostile mobs.
hardcore
Maximum difficulty and a single life: a player who dies becomes a spectator.
pvp
Lets players hurt each other.
World
level-name
The world folder. Changing it creates a new world without deleting the old one.
level-seed
Leave empty for a random seed. Only applies when the world is created.
level-type
Amplified needs far more resources.
generate-structures
Villages, temples, fortresses…
allow-nether
When off, portals lead nowhere.
spawn-monsters
Hostile mob spawning.
spawn-protection
Radius, in blocks, where only operators can build. Only applies if there is at least one operator. 0 to turn off.
max-world-size
Radius of the world border, in blocks.
Players and rules
white-list
Only players added with /whitelist add can join.
enforce-whitelist
Kicks connected players who aren't on it when the list is reloaded.
allow-flight
When off, a player floating too long is kicked. Turn on if a plugin grants flight.
player-idle-timeout
Minutes of inactivity before a kick. 0 to never kick.
op-permission-level
4 grants everything, including /stop. 3 is enough to moderate.
function-permission-level
Permission level of datapack functions.
enable-command-block
Needed for adventure maps and many minigames.
hide-online-players
The server list no longer shows usernames on hover.
broadcast-console-to-ops
Operators see commands run from the console.
Network and security
server-port
On a port other than 25565, players have to type it, or add an SRV record.
server-ip
Leave empty in almost every case: the server then listens on every interface.
online-mode
Checks every account with Mojang. When off, anyone can take any username, including an operator's.
enforce-secure-profile
Refuses players without a chat signing key. Turn off behind some proxies or for modified clients.
prevent-proxy-connections
Refuses a player whose address differs from the one Mojang sees. Often breaks players on a legitimate VPN.
network-compression-threshold
Size from which packets are compressed. -1 turns it off, useful behind a proxy on the same machine.
rate-limit
Packets per second before a kick. 0 for no limit.
enable-status
When off, the server looks offline in the list, and on CubeVote.
log-ips
Turn off to keep IP addresses out of the logs (GDPR).
accepts-transfers
Lets players transferred by another server's /transfer command arrive (1.20.5+).
Performance
view-distance
Chunks sent around each player. The cost grows with its square: it's the first setting to lower when lagging.
simulation-distance
Chunks where the world is alive (crops, mobs, redstone). Can be lower than the view distance.
entity-broadcast-range-percentage
As a percentage: at 50, entities are only sent at half the distance.
max-tick-time
Milliseconds before the watchdog stops a frozen server. -1 turns it off.
sync-chunk-writes
Safer if power is cut, slightly slower. Paper turns it off by default.
pause-when-empty-seconds
Seconds without players before the server pauses (1.21.2+). -1 or 0 to never stop, useful for farms.
Resource pack
resource-pack
Direct download address of the .zip.
resource-pack-sha1
Without it, players download the pack again on every login.
require-resource-pack
Declining the pack disconnects the player.
resource-pack-prompt
Text shown when the game offers the pack.
Remote administration
enable-rcon
Remote console. Only enable with a long password and a port closed to the public.
rcon.port
Don't open it in the firewall: RCON isn't encrypted.
rcon.password
It travels in plain text: only use it on the machine or a private network.
enable-query
GameSpy protocol used by some status sites.
query.port
In UDP.
